The Institute
of Urban Landscape and Quality of Life (IMPUQV) is a local autonomous
organism. It was constituted by
means of a unanimous agreement in the Barcelona City Hall Plenary Council
held on June 27th 1997. We find its origins in 1986, when the City Hall launched the Campaign "Barcelona, posa't guapa" (Let's Embellish Barcelona), which invited all the Barcelonians to restore their buildings. All along the years, that initiative became an important project for the transformation and improvement of the city, which generated a new section of municipal activities related to the new concepts of "urban landscape", and "quality of life". With the creation of the Institute, the City Hall ended up the structuring process of this new activity segment and chose the most adequate organizational model in order to adjust the urban landscape management to the needs of citizens, entities, and the private sector, who are the agents actually involved in the preservation and improvement of the city. |

Promoting
private actions for the preservation and improvement of the urban landscape
in which citizens, associations and the private sector have the leading
role. · Channeling public resources: campaign on subsidies. · Channeling private resources: sponsorship and landscape adjustment. Orienting private actions on urban landscape so that they contribute to the creation of a harmonic environment and a good quality of life: · By-law on landscape uses and its management. · Landscape codes (color, business and urban identifiers). · Urban landscape elements. It is
the President's task to manage the Institute's government and administration. The Vice-presidents substitute the President, and have to assume the tasks related to the post in case of vacancy, absence, or sickness. Besides, they have to perform the tasks delegated by the President. The President and Vice-presidents of the Council are appointed by the Mayor among its members. Only those members who are aldermen from the city hall can be appointed as such. |

The Executive
Commission is the Institute's executive management organ and it
is constituted by: - The Institute's President. - The Institute's Vice-presidents. - The Institute's Council Executive. - The City Hall's Delegate Council Executive of Economy, Companies, and Financing. |

The Council Executive is responsible of executing and applying the Council of Government Agreements, and the President's resolutions, as well as representing the Institute on an administrative level when the President cannot assume such representation. | |||||||

It looks after the correct application of the regulation on the urban landscape uses, especially referring to publicity activities.

The Council
of Government assumes the Institute government and the top management. It has a maximum of 15 members, appointed by the mayor, from which a maximum of 7 must be aldermen from the city hall, with the representation of the various municipal groups. The appointment of the Council members must be approved by the City Hall Plenary Council. The Council of Government must celebrate a minimum of two meetings per year. |

| It is a pleasure to introduce you to the
website of the Municipal Institute of Urban Landscape and
Quality of Life (IMPUiQV). We think it is absolutely necessary and essential
for an institution to be open to the world, in order to establish a direct
and interactive communication channel with citizens.
From the beginning, the main objectives of the Campaign for the Urban Landscape Protection and Improvement were communication and information to citizens, who can then learn about the numerous aids offered by the campaign Barcelona posa't guapa (Let's Embellish Barcelona) to all the Barcelonians. This priority has been present in all the actions performed by the Institute through the By-law on the Urban Landscape Uses, or the Route to Modernism, to give you a couple of examples. In this page you will find complete information about the subsidies for the campaign, as well as a detailed description of the adequate procedure for each case, the necessary documentation, and even some printouts that can be filled out at home, and so you do not need to go to our office. You will also find some information about the By-law on the Urban Landscape and the numerous landscape routes, among other information. Therefore, I hope that this website will fulfill our expectations of improving the communication channels, and the citizens' participation. Our main objective is to offer a flexible tool that provides citizens with an answer to their needs.
